Elsie is a native of San Juan, Puerto Rico. She moved to the suburbs of Philadelphia in 2009 with her husband and son. She holds a bachelor’s degree in Psychology and Education from Universidad Del Sagrado Corazon, San Juan, PR. Elsie is fully bilingual in Spanish and English.

Before LEGACY, Elsie worked as Property Manager for the Housing Authority of Chester County. Outside of LEGACY, Elsie is very active, from biking to running and rock climbing, is a member of the T3-Philadelphia triathlon club and soon tennis will be on her list of hobbies. In 2024, Elsie completed her first marathon, the New York City Marathon! Elsie loves spending time with her family and friends.
